Peppol Invoice Financing in Singapore: How InvoiceNow Helps

Peppol invoice financing in Singapore means borrowing against unpaid invoices that you issue through InvoiceNow, the national e-invoicing network built on the Peppol standard. InvoiceNow does not give you a loan. It gives you clean, structured invoice records, and those records can make an invoice financing application easier for a lender to assess. We explain below what is mandatory, what is optional, and how to prepare.
TL;DR
- InvoiceNow is Singapore's Peppol-based e-invoicing network. It carries the invoice data. It does not move the money and it is not a financing product.
- Use of InvoiceNow is being phased in for all GST-registered businesses, from 1 April 2028 for the smallest to 1 April 2031 for the largest. New voluntary GST registrants have had to use it since 1 April 2026.
- Invoice financing lets you borrow against unpaid invoices. Lenders look at how reliable and visible your receivables are, and structured invoice data supports that picture.
- You do not need to be on Peppol to apply for invoice financing today. Preparing early can still save time on documents.
- We compare 30+ lenders and charge 3-5% of the approved amount only when you are funded.

What Peppol and InvoiceNow actually are
Peppol is an international standard for sending invoices and other procurement documents between finance systems. In Singapore the national network that uses it is called InvoiceNow. IRAS describes InvoiceNow as the nationwide e-invoicing network based on the Peppol standard, introduced by IMDA in 2019, which lets businesses send and receive invoices digitally.
The key point is that an invoice goes straight from your accounting or finance software to your customer's software. No one retypes it, and no PDF is emailed back and forth. IMDA's FAQs describe it as direct transmission in a structured digital format from one finance system to another.
Two things people often mix up:
- InvoiceNow is not payment. It handles the invoice and its data. Razorpay's guide points out that you still need a separate way to collect payment, such as payment links or PayNow, otherwise you end up with digital invoices but manual settlement.
- InvoiceNow is not financing. Its benefits are faster processing and fewer errors. IMDA's own introduction to e-invoicing lists "access to funding" among the benefits, marked as a future one. It is not a loan product today.
Is InvoiceNow compulsory for your business?
It depends on whether you are GST-registered and how large your annual supply turnover is. According to IRAS:
| Your situation | When InvoiceNow use becomes required | |---|---| | New voluntary GST registrant | Since 1 April 2026 | | GST-registered, annual supply turnover up to S$200,000 | From 1 April 2028 | | GST-registered, annual supply turnover above S$4,000,000 | From 1 April 2031 |
The tiers in between fall on dates between those two. Check the IRAS page for your exact band. The 2026 Committee of Supply announcement confirms that all GST-registered businesses will be covered by April 2031.
If you are not GST-registered, the requirement does not apply to you yet. You can still join the network voluntarily.
Help with onboarding costs
The same announcement says the Government will introduce transitional funding to offset onboarding costs, up to S$1,000 for SMEs. It also says SMEs can use InvoiceNow-Ready Solutions for free until March 2031. Terms can change, so confirm the current details with IRAS or IMDA before you sign up.
How to send an invoice through Peppol
You cannot send Peppol invoices from a plain email or a spreadsheet. IMDA's InvoiceNow page says you need an accredited InvoiceNow-Ready Solution. The setup runs in three steps:
- Choose an accredited provider. Check that your accounting or finance software is on IMDA's list of InvoiceNow-Ready Solutions. If it is not, you need to switch or add a compatible tool.
- Register your UEN. Your business is registered in the SG Peppol Directory, which gives you a Peppol ID.
- Enable transmission. Your provider activates the sending of invoice data directly from your system.
After that, each invoice you issue goes out as structured data. Your customer can receive it only if they are on the network too, so it helps to ask your biggest customers whether they are.
Where invoice financing fits in
Invoice financing is simple in principle. You issue an invoice to a business customer, a lender advances you a share of its value, and the balance, minus fees, comes when your customer pays. It suits businesses that deliver first and wait to be paid. You can read how it works on our invoice financing page.

The gap it covers is real. One Singapore industry analysis puts the average liquidity gap for SMEs at 76 days: 46 days of payment terms plus a 30-day delay. That is more than two months of payroll, rent and supplier bills to cover from your own pocket.
Why e-invoice data can help your application
The same analysis says lenders tend to prioritize businesses that keep clean transactional data through InvoiceNow, because it lowers assessment risk compared with going through historical statements. We read that as a general trend, not a promise from any one lender. Lenders differ widely, and some still ask for the same documents they always did.
What structured invoice data can plausibly do for you:
- Show that invoices are real. A record that moved between two finance systems is harder to dispute than a PDF.
- Cut manual checks. Invoice numbers, dates, amounts and buyer details arrive in a fixed format.
- Make your receivables easy to describe. You can state who owes you, how much and when.
What it will not do: replace a credit assessment. A lender will still look at your customers' payment record, your concentration risk and your own financials.
Peppol-ready or not: what lenders still ask for
Whether or not you are on InvoiceNow, plan to have these ready for an invoice financing application:
- Company registration details (ACRA profile) and your UEN
- Recent bank statements
- An aged receivables list showing each customer, invoice, amount and due date
- Copies of the invoices you want to finance, and the contracts or purchase orders behind them
- Recent financial statements or management accounts
- Details of existing loans or facilities
If your invoices already sit in an InvoiceNow-connected system, exporting the aged receivables list is quick. That is the practical gain: less time collecting documents, and fewer errors for a lender to question.
A worked example
Suppose you run a small engineering services firm. You issue a S$60,000 invoice on 60-day terms to a corporate customer. You have payroll due in three weeks. You do not want to wait for the customer.
With invoice financing, a lender may advance part of the S$60,000 now and release the rest, less fees, when the customer pays. The advance rate and fees depend on the lender, your customer and your profile, so we do not quote a figure here. If the invoice was issued through InvoiceNow, you can show the lender the structured record and the customer's buying history. If your customer is slow to pay, or accounts for most of your revenue, expect the lender to ask more questions.
Invoice financing or another option?
Invoice financing is one tool among several. A quick comparison by type:
| Option | Best when | Watch out for | |---|---|---| | Invoice financing | You have large invoices to business customers with long terms | Depends on your customers' credit, not only yours | | Working capital loan | You need cash for general costs, not tied to specific invoices | Repayments start whether or not customers have paid | | Business term loan | You are funding growth or equipment over a longer period | Usually a fuller credit review | | Overdraft | You need a flexible buffer for short swings | Banks apply their own checks and limits |
If you are comparing, our pages on working capital loans and business term loans cover the others. Our working capital options guide also covers schemes such as EFS.
If you work in construction, payment claims under the security of payment rules have their own quirks. We cover them in our guide to invoice financing for construction.
Our view: get your invoice data in order first
We broker financing for Singapore SMEs, and we compare over 30 banks and non-bank lenders for each client. Here is what we see from that work, and what we would tell a friend who runs a small business.
Most rejections are not about a bad business. They come from an application that does not match what a lender wants. One lender prefers long trading history. Another cares more about the quality of your customers. Another is happy with younger companies but wants tighter documents. Sending the same file to one bank and hoping is how people end up declined.
For invoice financing, the strongest file is a tidy one. Invoices that match your bank receipts, an aged receivables list that adds up, and customers who pay on time. Moving to InvoiceNow makes that tidiness easier to keep, and since it is becoming mandatory for GST-registered businesses anyway, you may as well gain from it.
Three habits we suggest:
- Set up InvoiceNow before you need cash. Do it while the business is calm, not the week payroll is short.
- Match invoices to payments every week. Gaps are what lenders question first.
- Do not treat financing as a last resort. Applying while your books look healthy gives you more choice of lenders.
We do not take referral fees from lenders. Our fee comes from the borrower, 3-5% of the approved loan amount, and only when you are funded. There are no upfront costs or consultation fees.

Get matched with the right lender
If you have unpaid invoices and want to know which lenders would likely approve them, start with our free eligibility check. It takes about three minutes. We then match your profile to suitable lenders and submit your application to several at once. Our average approval time is 1-3 days. You can also see all of our products on our financing page.
For background on timing, read how business loan approval time works in Singapore. One industry source reports that bank processing can take up to 33 days.
Common mistakes to avoid
- Assuming InvoiceNow equals payment. You still need a payment collection method, such as PayNow or payment links.
- Waiting for your deadline. The phasing is staggered, but an onboarding project with your accounting provider can take time. Start early.
- Financing invoices from a single large customer without checking limits. Lenders often cap exposure to one buyer.
- Applying to many lenders yourself. Several separate applications can leave a trail of enquiries. A broker submitting a matched set is more controlled.
- Ignoring the cost. Compare total cost, not just the headline advance rate. Ask about service fees, discount charges and what happens if your customer pays late.
If a bank has already turned you down, see our guide to bad credit business loans and non-bank business loans. For a wider overview, our SME loans guide is a good start.
FAQ
Is e-invoicing compulsory in Singapore?
Not for everyone yet, but it is heading that way. New voluntary GST registrants have had to use InvoiceNow since 1 April 2026, and existing GST-registered businesses follow in phases by turnover until 1 April 2031. If you are not GST-registered, the requirement does not apply.
How do I send an invoice to Peppol?
Use an IMDA-accredited InvoiceNow-Ready Solution, and register your UEN in the SG Peppol Directory to get a Peppol ID. Your provider then enables sending. The steps are on IMDA's InvoiceNow page. Your customer must also be on the network to receive the invoice.
Do I need Peppol to get invoice financing?
No. Invoice financing today does not depend on you using Peppol. But structured invoice data can make your receivables easier to verify, and lenders vary in what they ask for. Tell us what you use and we will match you to lenders who suit your set-up.
How much does it cost to use KAPVOY?
We charge 3-5% of the approved loan amount, and only when you are funded. There are no upfront fees, consultation charges or retainers. The lender's own charges, such as interest or discount fees, are separate and set by the lender.
